Spill Prevention, Control, and Countermeasures Plan (SPCC)

Oil spills can result in devastating effects on the ecosystems in and near our nation's waterways. In 1973, the Environmental Protection Agency (EPA) issued the Oil Pollution Prevention Regulation (40 CFR Part 112). The requirement for businesses to develop and implement a Spill Prevention, Control, and Countermeasures Plan (SPCC) ensures that preventative measures are taken to lessen the potential of oil spills impacting the environment.

The Sacramento State Office of Environmental Health and Safety first developed an SPCC Plan for the campus in 2001. The plan documents all large volume storage locations of oil and the potential impacts based on the type and severity of the incident. Inspection, training, and spill prevention procedures are part of the campus program for preventing spills from reaching the campus storm water system. The plan also provides procedures for reporting spills to the appropriate agencies. A link to the current plan, revised in 2004, is listed under additional resources below.
